Panda researchers hope algorithms and AI technology wil

The app and database will help us gather more precise and well-rounded data on the population, distribution,

ages, gender ratio, birth and deaths of wild pandas, who live in deep mountains and are hard to track,” said Chen Peng, a researcher with

the base who co-authored a paper on “Giant Panda Face Recognition Using Small Database.”

“It will definitely help us improve efficiency and

effectiveness in conservation and management of the animals,” Chen said.

China has carried out four scientific field research project of giant pandas in the wild.

The giant panda was scientifically discovered 150 years ago and na

med in the city of Ya’an, Sichuan. It remains one of the world’s most endangered species.

Liu’s article was published in Qiushi Journal, a flagship m

magazine of the Communist Party of China Central Committee. He said more efforts a

re needed to implement the proactive fiscal policy and boost efficiency this year.

Preventing and defusing local governments’ hidden debt risks is key to controlling major risks, he said.

Innovative financial tools will be introduced for debt swaps, and the indebted comp

anies will be allowed to choose the same way, under guidance from the local governments, Liu Shangxi, hea

d of the Chinese Academy of Fiscal Sciences, the Ministry of Finance’s think tank, told China Daily.

“The total amount of hidden debt waiting to be swapped has not yet been calculated, as this

round of debt swaps will not involve the government’s administrative orders, but depends on the ma

rket’s appetite based on the evaluation of the potential default risks and the companies’ solvency,” he said.

Perhaps most notably, the growth rate of women workers wa

s higher than men in new media operators and data analysts among the five professions, illustrating that burgeoning career opportunities and skill requ

irements are presenting an unprecedented advantage for women. That’s a change from the past, when women

normally had more household duties, especially in the era of universal two-child policy, he said.

Lu also said that the number of people engaged in human-centered job positions was growing faster than other rules.

“It implied that jobs requiring insights into people’s preferences and habits, such a

s marketing and human resources, are irreplaceable by machine intelligence so far,” Lu said.

A survey jointly conducted by research firm Trustdata and LinkedIn in April found career starters w

ere establishing their career goals earlier than past generations, exhibiting a stronger self-driven momentum.

The reform and opening-up policies are exactly the ki

inds of market-driven reforms needed to make this happen. The Chinese government is investing heavily in resear

ch and development, but it should be noted that the R&D spending as a percentage of GDP is still lower than that of the US.

Nobody likes competition against themselves. So, it must be admitted that China’s transition to a high-tech, high-

value-added economy will come as a shock to many companies around the world. The US economy, which has about 7

percent of GDP in high-tech manufacturing, will be lightly affected by this change.

On the other hand, advanced manufacturing contributes around 20 percent of GDP in Sout

h Korea, Japan, Germany and a few smaller European countries. They will be much more directly affected.

As an important power promoting human developm

First, we should act as promoters of exchanges among human civilizations. The mutual depende

The reception followed a meeting of Russian and DPRK

delegations, which was preceded by a one-on-one meeting between Putin and Kim.

Kim arrived here in his train on Wednesday for his first meeting with Putin.

The meeting came at a time when tensions were growing between the DPRK and t

he United States. At the end of 2018, Australia became another “surveillance state” with the passing of the T

elecommunications and Other Legislation Amendment Bill or the Assistance and Access Bill 2018.

Last week, the DPRK test-fired a new tactical guided weapon and requested Washi

ngton to exclude U.S. Secretary of State Mike Pompeo from future negotiations.

In response, Pompeo swept aside Pyongyang’s demand ab

out replacing him by someone “more careful and mature” to deal with the talks.

Analysts guessing over central bank’s next move

Debates on whether the central bank needs to further ease monetary policy or not are continuing amo

ng analysts, with their emphasis on guessing the next liquidity injection through reducing banks’ reserved deposits.

Supporters of monetary easing expect that another cut in the re

serve requirement ratio (RRR) may come no later than this week, as a liquidity shorta

ge may occur after commercial banks pay back 366.5 billion yuan ($54.65 billion) to the central bank on Wedn

esday. That amount of interbank lending was conducted previously under the medium-term lending facilities (MLF) scheme.

Opponents, however, contend that the current liquidity is sufficient, and any further ea

sing will fuel inflation risks, especially as Chinese economy has started its upcycle.

The central bank’s monetary policy committee held the first quarter’s regular meeting on Friday.

The members achieved a consensus to continue the counter-cyclical measures and stren

gthen coordination between monetary and fiscal policies. Policy fine-tuning should be at the proper time, to prev

ent risks with the priority of stabilizing growth, according to a statement after the meeting.

Tu Liangcheng, one of the leading scientists of the Tia

nqin project, said that the project has been going smoothly.

“So far nearly 200 Chinese scientists from more than 30 dome

stic research institutions and universities and about 30 researchers from at l

east eight other countries-including Russia, Italy, Germany and France-have participated in the pr

oject,” said Tu, who is also director of the gravitation center at the Wuhan university.

Shen Zhiqiang, head of the Chinese Academy of Sciences’ Shanghai Astronomical Observatory, and a membe

r of the EHT team, said the success of the first black hole image has encouraged Chinese scientists to engage in mo

re international collaboration and boost the country’s ability in studying deep space.

Chinese scientists participated in Hawaii and Spain in the observations

that yielded the black hole image. They were highly involved in follow-up data analysis and th

The China-funded Djibouti International Free Trade Zone, which started construction in January 2017, opened on July 5, 2018.

Covering an area of 48.2 sq km, the zone is operated by a join

ts Holdings and Dalian Port Corp Ltd, as well as the Djibouti Ports and Free Zone Authority.

More than 20 enterprises from the commerce, logistic, processing sectors have signed letters of intent to re

gister with the FTZ, as infrastructure in the first phase of the FTZ, which covers an area of 6 sq km, has been basically completed.

The FTZ is expected to become a crucial junction linking other African countries involved in the Belt and Road Initiative, and

May asks for Brexit extension to June 30; EU could of

British Prime Minister Theresa May wrote to Brussels on Friday asking for a delay of Brexit until up to June 30, while saying she

aims to get Britain out of the EU earlier to avoid it participating in European elections.

But Donald Tusk, who chairs EU summits, has proposed a longer Brexit postpone

ment of one year for Britain‘s feuding politicians to agree and ratify a plan, EU officials said.

Any such extension would still require unanimous approval of the other 27 EU countrie

s and some, notably France, suggested they wanted a better justification from London for its request.

Britain is now due to leave the EU in a week, but May has been forced to seek mo

re time after Britain’s parliament repeatedly rejected her withdrawal agreement.

Her Conservative Party is deeply divided, as is the main opposition Labou

r Party, leading to a bewildering marathon of inconclusive votes in parliament that stretch

ed Britain’s centuries-old unwritten constitution to its limits. Scenarios running the gamut from aba

ndoning the EU abruptly with no deal to cancelling Brexit altogether have all gone down to defeat.
